Yes. Mental Case can import CSV data (comma-separated values). You enter one line for each note, and separate the prompt from the content with a comma. Eg.
church, A place of worship
beirut, A city in Lebanon
Up, opposite of down
You can use quotation marks if you need to include commas in either your prompt or content. Eg
"In general, what is the best time of day to go for a walk?", Sunset
To import your file, use the Import... menu item under File.
